Is it really true that black families are overrepresented in low income housing and that this disparity means that black Americans pay the highest prices for housing?One way to answer this question is to examine how the educational attainment of families has changed over time. In 1965, when the Civil Rights Act was passed, black and white families were roughly equal in educational attainment.Since then, black families have been less likely to graduate from high school than their white counterparts. The educational attainment gap between black and white families widened during the 1990s, when black and white families had similar educational attainment. One reason that black families do not have the same educational attainment as their white counterparts is that black students are more likely to drop out of school during their teenage years. In some sc hools, black students make up half of the enrollment, which means that they are twice as likely to drop out. But these schools tend to have lower dropout rates, which means that the larger number of students who drop out makes them look more like the rest of the community, and helps to make them more socially acceptable.Other factors may also contribute to the difference in educational attainment between black and white families. For example, when black families move into white neighborhoods, they are likely to be crowded by the wealthier white population, who have higher incomes and greater access to education.But even after accounting for the fact that the neighborhood the family moves into is a more affluent area, the difference in educational attainment is still stark. In neighborhoods where white families live, the black and white education attainment gaps still remain, even when the family income and educational attainment of the new neighbors are taken into account. Of course , black families are the most likely to leave these neighborhoods, so the differences between the black and white areas still remain.So while the economic status does seem to be a factor in how well children perform academically, the real explanation may lie in the educational achievement of black families in comparison to those of other families. That is, higher educational attainment and family income do not ensure that black students will achieve higher grades and end up going to better schools.
